HELP! Genie Opener will not close...at all...for anything.

OK, I'm stumped. My Genie garage door opener will not close at all.

It will open fine using any button...Wall Button, Genie Remote, Car Programed Remote.

When I try to close the door, the opener does not do anything. No motion or noise at all. I get absolutely nothing when trying to close the door using the Wall Button, Genie Remote and Car Programed Remote. I even tried holding down the Wall Button...and nothing.

The Sensor Eyes are aligned properly. I even installed new Sensor Eyes but the problem remains.
Both Limit Switches (open and close) are working properly.
I tried adjusting the Open and Close forces.
The Opener Light is not flashing.
The Sensor Eye Lights are not flashing and are a steady Red and Green.

I do get slight down travel if I break the light beam between Sensor Eyes (Red LED light flashes twice, pauses and repeats). The door closes about 3 inches and stops. It does not reverse.

Any ideas on what the problem might be?
